Step #2 - Give all cats equal resources

Step #3 - Break them up
It can also help to occasionally separate a more aggressive cat from a less aggressive cat in your home. This may help reduce stress and conflict between your other cats as well.
You might find that fitting an particularly aggressive cat with a collar containing bells cab help, because it warns your other, more timid cats, that "mr. stroppy" is just around the corner...and as a result, allow them to keep their distance.
